Safety audit for Hessian municipalities
Social challenges relating to climate protection, clean air, reduced noise and barrier-free routes are now leading to noticeable changes in mobility behavior in favour of walking and cycling. However, the use of environmentally friendly means of transport depends on subjective safety and the local infrastructure. Many local authorities are faced with the challenge of converting infrastructure for walking and cycling or creating new infrastructure.
The HMWEVW has already recognized the necessary support for Hessian municipalities in the professional assessment of infrastructure for safety aspects in planning in the previous work on the planning check for local mobility and would like to continue this and supplement it with the safety audit for existing infrastructure. The safety audit of existing roads is carried out as a special investigation on an ad hoc basis. Clear forms of guidance, a uniform design, sufficient fields of vision and ensuring adequate widths are the cornerstone for safe guidance.
On behalf of the Hessian Ministry of Economics, Energy, Transport and Housing (HMWEVW), the Hesse Local Mobility Working Group (AGNH) and Darmstadt University of Applied Sciences (h_da, FBBU) are providing support with the "Local Mobility Planning Check" project for the professional planning and inspection of existing infrastructure for pedestrians and cyclists. The planning check makes a significant contribution to improving the safety of road users, as any planning deficits can be corrected before the start of a measure.
The team of auditors takes on the role of the groups involved in traffic (pedestrians, cyclists, motorists, public transport) when checking preliminary plans, draft plans and implementation plans, as well as examining the existing situation. For example, the plans and traffic areas are checked for accessibility, continuity of the road network and keeping fields of vision clear. The results are presented to the municipalities, written down in an audit report and possible measures are communicated.
